William Spencer “Bill” Haines, Jr., age 66 years, a resident of Elkins, passed away Friday, March 25, 2011 at his home.

He was born April 22, 1944 at Burton, WV, a son of William Spencer Haines of Wheeling and the late Mildred Ruth Kiger Haines.

On March 19, 1983, at Elkins, he was married to Janice Higgins Haines who survives.

Also surviving are two sons, Nathan Ryan Haines, Pittsburgh, PA and Kirk Lee Arbogast of Wisconsin. Three daughters, Julie Ann George, Elkins, Lisa Raye Stalnaker, Philippi, WV, Danielle Rebecca Mace, Durbin, WV, one brother, Marvin Haines, Texas, two sisters, Peggy Weaver, Follansbee, WV and Susan Haines, Wheeling, WV, fourteen grandchildren and one great grandchild also survive. Bill began his career in law enforcement with the WV State Police in 1968 and served as Detachment Commander from 1977 to 1991, District Commander, 1991 to 1993, Company Commander with Company “C”, Elkins, WV from 1993 to 1997, Deputy Superintendent from 1997 to 1998 and retired in 1998 from the State Police holding the rank of Lieutenant Colonel.

On January 1, 1998 he was appointed Warden at Huttonsville Correctional Center, serving until his appointment as Deputy Commissioner of the WV Division of Corrections on November 15, 2006.

During his career, Bill completed and graduated from numerous training and educational classes.

He had many accomplishments and had received numerous awards during his career as an Administrator, Police Officer, Supervisor and Teacher which included the WV Division of Corrections Meritorious Service Medal for his devotion over four decades to public service and public safety and the Distinguished Mountaineer Award from Governor Earl Ray Tomblin.

Additional awards received included the Achievement Award, Boy Scouts of America in 1976, WV Safety Councils Instructor of the Year, 1989, a State Certified Law Enforcement Instructor from 1993 until his death and was recipient of numerous letters of commendation for his investigative ability and leadership in large scale investigations along with his expertise and proficiency in teaching the National Safety Councils Defensive Driving Course.

He was a member of the International Association of Chiefs of Police, WV Chiefs of Police Association, WV Troopers Association, FBI National Academy Graduates Association, Fraternal Order of Police, Fairmont State College Alumni Association, Randolph County Family Resource Association, the Board of Directors of the Children’s Advocacy Center and a former member of the Board of Directors of the Mountain State Forest Festival.

Bill was a member of the First United Methodist Church in Elkins and attended the Rivers of Living Waters Church in Elkins.

Mr. Haines remains were cremated.

A memorial service will be held at 2:00 PM Saturday, April 2, 2011 at the First United Methodist Church in Elkins. Rev. Dr. Basil A. Hensley, Rev. Barry Moll and Rev. Mike Boggs will officiate.

The family asks that memorial contributions be made to the Rosenbaum Family House at West Virginia University Hospitals, PO Box 8228, Morgantown, WV 26505-8228 in memory of Bill.
